This bulletin is being revised to add the 2012 and 2013 model years and provide updatedinformation. Please discard Corporate Bulletin Number 08-08-44-015B (Section 08 –Body and Accessories).
Radios and Instrument Panel Clusters (IPCs) have been returned to the Electronic ServiceCenters (ESCs) and suppliers with physical damage that makes problem analysis difficultand the root cause impossible to determine. Many of these parts have been submittedfor warranty reimbursement when it is obvious that the damage is not covered underthe terms of the GM New Vehicle Warranty.
Navigation Radios, Radios and Instrument Panel Clusters (IPCs) with physical damagemust be reviewed with the District Manager Aftersales (DMA) (U.S.) or District Manager-CustomerCare and Service Process (DM-CCSP) (Canada) for appropriate coverage prior to obtaininga replacement unit under a warranty claim. The dealership must note the District ManagerAftersales (DMA) (U.S.) or District Manager-Customer Care and Service Process (DM-CCSP)(Canada) approval on the R.O. along with the reason for the goodwill assistance.
If a damaged unit is being exchanged outside of warranty, contact the ESC directlyand state that it is not a warranty claim. Refer to the latest version of CorporateBulletin Number 08-08-44-029 for ESC contact information.Examples of Components with Non-Warrantable Damage

Instrument Cluster, Replace
A Customer Enthusiasm repair is performed when the failure is determined not to bea defect in material and workmanship, but the Service Agent would like to cover therepair because of customer loyalty. Normally these repairs would be the owner's responsibility,but GM has decided to participate in the repair to create customer enthusiasm. Inthese instances, when the transaction is being submitted, Service Agents should selectthe “CustomerEnthusiasm” check box. This warranty repair must be very well documented by servicemanagement in this Complaint, Cause and Correction fields.
GM bulletins are intended for use by professional technicians,NOT a "do-it-yourselfer". They are written to inform thesetechnicians of conditions that may occur on some vehicles, or toprovide information that could assist in the proper service of avehicle. Properly trained technicians have the equipment,tools, safety instructions, and know-how to do a job properly andsafely. If a condition is described, DO NOT assume that thebulletin applies to your vehicle, or that your vehicle will havethat condition.
